At the June 2026 CID meeting, Missouri House District 25 Representative Pattie Mansur joined Board members and representatives of other Martin City businesses to provide an informational, nonpartisan overview of Amendment Five. The statewide ballot measure will be put before voters in August.

Amendment Five would make a significant change to how Missouri collects revenue. It proposes to:
- Phase out Missouri’s individual state income tax over time, with a goal of reaching zero
- Allow the legislature to expand sales and use taxes to more goods and services to replace that revenue
- Shift authority by removing current constitutional rules that require voter approval for new or increased taxes, giving the legislature more direct power to adjust the tax base and rates
Today, state income tax accounts for roughly two‑thirds of Missouri’s general revenue, which helps fund core functions such as K–12 education, health and mental health services, foster care and youth support, and senior services. Representative Mansur noted that general revenue has already been under some pressure in recent years.

- The possibility that services could be taxed for the first time in Missouri (such as professional, personal, and business services).
- The way changes in sales tax levels might affect consumer behavior, particularly in border areas where customers and businesses can choose between neighboring states.
